The December 2025 finance newsletter compiles the most notable developments relating to value-added tax, corporate income tax, personal income tax, land, the environment, invoices, labor, and other sector-specific policies. These are foundational regulations taking effect at the end of 2025 and the start of 2026, requiring enterprises to review and prepare early in order to ensure compliance and optimize their resources.

Tax Policy Guidance and Updates
Value-Added Tax (VAT)
The tax authority has further clarified the conditions for a VAT refund on exported goods and services for each declaration period, as well as the principles for handling input VAT in cases of deferred or installment payment. This guidance emphasizes the requirement for non-cash payment documentation and the enterprise’s responsibility to make timely adjustment declarations.
Corporate Income Tax (CIT)
Decree No. 320/2025/ND-CP officially provides detailed guidance on the CIT Law, notably including the tiered tax rates of 15%, 17%, and 20% based on revenue scale, together with specific regulations on how to determine the revenue used as the basis for applying these rates. This is an important basis for enterprises to reassess their tax obligations and financial plans for 2026.
Personal Income Tax (PIT)
The newsletter clarifies the principle that the PIT already withheld and allocated among localities is not redetermined after finalization, and provides guidance on filing a supplementary tax dossier where an error is discovered — helping enterprises limit their risk when reviewing their year-end finalization.
Other Taxes and Related Policies
December 2025 saw a number of policies with long-term impact, including new regulations on the land price list applicable from 1 January 2026 under a Resolution of the National Assembly; the roadmap for reviewing and amending environmental protection tax and fees for the 2026–2035 period; and a substantial increase in the penalty for failing to issue invoices as required, effective from 16 January 2026.
Governance, Labor, and Other Matters
The newsletter also provides updates on new regulations governing payment agent activities, electronic labor contracts (which will carry the same legal validity as paper documents from 2026), and changes relating to security for the re-lending of ODA capital. These developments reflect the broader trend toward digitalization and strengthened risk management and transparency in enterprise operations.
